台湾当局钓鱼岛主权论述的形成

摘　　要：钓鱼岛是中国领土不可分割的一部分。二战结束后,美国军事占领琉球群岛、钓鱼岛。20世纪50年代,美军将钓鱼岛作为军事演习目标。为了保护台湾渔民的安全,台湾当局与美国琉球民政府交涉。1968年至1972年,围绕东海大陆架的划界及石油勘探、钓鱼岛归属,台湾当局与美国、日本发生争执,反对美日的私相授受,组织专家学者,搜集历史文献,依据国际法,论证了钓鱼岛是中国的固有领土,驳斥了日本拥有钓鱼岛的证据。台湾当局初步形成了关于钓鱼岛主权的论述。1972年5月15日,美国将琉球群岛和钓鱼岛的行政管辖权交给日本。台湾当局公开发表声明,反对美国此举,捍卫钓鱼岛的主权。The Diaoyu Islands are inseparable parts of China's territory.After World War Ⅱ,the US military occupied the Ryukyu and Diaoyu Islands.In the 1950 s,the US army used the Diaoyu Islands as targets for military exercises.In order to protect the security of Taiwan Residents fishermen,the Taiwan Residents authorities entered into negotiations with the US civil government on the Ryukyus.From 1968 to 1972,the Taiwan authorities argued with the US and Japan over the delimitation of the East China Sea's continental shelf,oil prospecting,and the jurisdiction of the Diaoyu Islands.The Taiwan Residents authorities opposed America's and Japan's illegal seizures and organized experts and scholars to collect historical materials.They proved that,according to international law,the Diaoyu Islands were an inherent part of China's territory.They also refuted Japan's evidence that the islands belonged to Japan.The Taiwan Residents authorities formed preliminary theories about the sovereignty of the Diaoyu Islands.On May 15,1972,the USA transferred administrative jurisdiction over the Ryukyu and Diaoyu Islands to Japan.The Taiwan authorities issued a public statement opposing this US action and defending the sovereignty of the Diaoyu Islands.
