摘 要:从社会医疗保险的供需双方视角出发,对31个省会和直辖市的流动人口医保转移接续政策进行了对比分析。研究结果表明绝大部分地方政府均已认可流动人口的医保转移接续权利,但对跨省和跨制度转移设置了多项限制条件;受限于中央文件在关键性问题上的政策缺失,以及转出地区和转入地区之间的利益冲突,城镇职工医保统筹基金的退休权益转移尚未实现;参保人的个人账户转移和缴费年限认可问题已得到一定程度解决,但累计缴费年限的折算方法缺乏科学性。针对各类流动人口在医保转移接续中可能存在的问题,提出了统筹基金的转移方案和累计缴费年限的折算思路。From the perspectives of supplier and demander, this paper compares and analyzes of the transfer and continuation palicy of social medical insurance system for the migrants based on the data of 31 provincial capitals and municipalities. Research results show that almost all local governments have admitted the rights of transfer and continuing for the migrants, but a number of restrictive conditions are set up for inter provincial and cross system transfer. Limited to the lack of central policy on some key issues and the conflicts of interest between the transferred regions, the retirement equity transfer of basic medical insurance pooling for urban workers has not yet been achieved. The insured's transfer of individual accounts and payment period approved has been solved to some degree, but the conversion of cumulative payment period is not scientific enough. Aiming at the problems of medical insurance transfer for various migrants, the suggestions for the transfer of pooling and the conversion of cumulative payment period are proposed.
