摘　　要：文章在对鲁尔区产业集聚的历程及其环境污染现状分析的基础上,考察了鲁尔工业区集聚对环境技术效率的影响,并得出鲁尔工业区促进环境技术效率提高的重要启示。Based on a reviewed of the history and an analysis of the pollution in Ruhr District in Germany,this paper explores how industrial agglomeration influenced the environment technological efficiency in Ruhr and concludes that the industrial transformation and upgrading can benefit the improvement of environment technology efficiency.It is hoped that this research could shed light on how to improve ETE from industrial transformation and upgrading.
