武陵山湖北片区41村经济情况抽样分析及政策建议  

Sampling Analysis and Policy Proposal of Economic Situation of Forty-one Villages in Hubei Province of Wuling Mountain Area

摘　　要：对湖北民族地区(恩施州、长阳和五峰两个自治县)41村村集体收入、村人均年收入、农民家庭收入的主要来源、村企业数量、村个体户数量、村民外出打工比例及村主任家庭收入等项内容调查表明,湖北民族地区存在贫困面仍然很大、打工经济仍是农村经济的主体、市场主体发育不良、农村经济内生发展动力不足及相当多的村干部致富能力不强等问题。提出的政策建议是:实施"规划扶贫"战略,增添贫困村经济内生式发展的引力;实施村干部强村富民能力建设战略,增加贫困村经济内生发展的动力;实施市场主体培育战略,增强贫困村经济持续和内生式发展的活力。Through investigating the collective income, per capita annual income, main resource of farnmrs＇ family income, the number of the village enterprises, the number of individual households, the ratio of villagers going out for work, the village officer＇s family income and many other aspects of forty-one villages in minority areas of Hubei including Enshi Prefecture, Changyang county and Wufeng county, this paper finds that there are many problems in minority areas of Hubei, such as large regions still in poor situation, going out for work as the main body of rural economy, deficiency of development in main body of market, underpowered development of endogenous rural economy and poor ability of village officers to acquire wealth. Therefore, it is advisable for government to implement the strategy of ＂ poverty reduction plan＂ for enhancing the attraction of economic endogenous development in poor villages, the strategy of acquiring wealth under the guidance of village officers for enhancing the impetus of economic endogenous development in poor villages, and the strategy of develop main body of market for enhancing the vitality of economic continuity and endogenous development in poor villages.
