生态文明视角下中国特色资源安全路径的探索

摘　　要：资源安全是国家安全的重要基础,是生态文明建设的重要目标,更是实现中国梦的重要保障。以生态文明为视角,揭示了我国资源安全存在总量大、潜力弱,禀赋差、浪费多,污染重、冲突多等问题;分析了资源空间布局错位、资源生产方式粗放、资源消费模式落后、资源体制机制不顺、资源科技教育滞后等成因;提出了将生态文明融入资源安全建设,以资源供应安全、资源生态安全、资源社会安全为重点,以优化资源空间格局、促进资源绿色生产、推动资源绿色消费、完善资源体制机制、加强资源科技教育为措施,旨在为探索中国特色资源安全路径提供参考。Resource security is the important foundation of national security,is the important goal of ecological civilization construction and the important safeguard of Chinese Dream. In the perspective of ecological civilization,the paper reveals main problems such as potential weak,poor endowment,more waste of resource,heavy pollution,and many conflicts,and analyzes some factors such as resource space layout of the dislocation,rough mode of resource production,the backward resources consumption,unreasonable resource systems and mechanisms,the lag of the resources science and technology and education; presents that integrating ecological civilization into the construction of resource security,the supply and society and ecology security of resource will become the most important point,optimizing resource space pattern,promoting the green production and green consumption of resource,improving the resource systems and mechanisms,strengthening the resource technology and education should become the measures.
