市场化改革下的可再生能源发电价格机制研究

摘　　要：价格政策对可再生能源开发利用具有至关重要的作用。通过全面总结可再生能源发电定价政策和费用分摊制度,分析当前相关价格政策所存在的缺乏动态调整机制、补贴资金欠账、地方政府权责不匹配等突出问题,结合电力体制改革和电价市场化的背景,提出可再生能源发电价格政策与电力体制改革和市场化衔接、与发电成本降低和补贴退坡机制衔接、与激发地方主动性和实现权责对等衔接、与满足发展需要和提高资金拨付效率衔接的建议,以更好地利用价格政策促进可再生能源健康发展。Renewable power has been developing very quickly since 2006 in China. The pricing policy plays a significant role in the process. This paper reviews the policy framework of pricing and cost sharing for renewable power, analyzes the problems and barriers of the existing pricing policies, such as lack of dynamic regulation, shortage of capital, mismatch of rights and responsibility. The State government is carrying out the reform in the electric power system. Pricing policies for renewable power must be innovated to adapt the situation. Several policy recommendations are given in the paper to promote the healthy and sustainable development of renewable power.
