摘　　要：本文从经费投入、人员投入和新产品创新产出等方面构建了天津市制造业技术创新能力评价指标体系,并利用因子分析法研究天津市制造业技术创新能力。发现其在科技活动经费投入和研发经费投入能力等方面普遍较高,但在科技活动人员投入和发明专利能力等方面普遍较低。据此提出相关建议:大力培养和引进技术创新人才;鼓励企业发明专利;提高产品出口能力。This paper constructs a index system of manufacturing industry technological innovation capability evaluation in Tianjin which consists of funds investment, personnel input and new product innovation output etc. And it studies technological in- novation capability in Tianjin by using factor analysis. Then, it appears that it has higher capability in the input of science and technology funds and R＆D funds etc. But it has lower capability in the input of science and technology personnel, invention patent and so on. Finally, this paper proposes the relative suggestions.
