干部档案造假惩防机制探析

摘　　要：真实性是人事档案的生命,是人事档案能否正确发挥作用的基础和赖以存在的前提。伪造和篡改干部档案的目的是为了达到升官骗官,是一种严重的腐败行为。本文从分析干部档案造假的危害及滋生土壤着手,提出了干部档案造假的惩防必须从干部诚信教育、严格把关档案审核、普及干部档案信息化及执行责任制抓起。The authenticity is the life of personnel files, which is the basis and premise of personnel files to function correctly. The purpose of forging and tampering the cadre archives is to achieve the promotion, which is a kind of serious corruption. Based on the analysis of dangers and conditions of cadre archives fraud, this paper points out that the punishment and prevention of cadre archives fraud should start from the cadre integrity education, the checking and reviewing of the archives, the popularization of cadre archives information and the execution of the strict responsibility system.
