民办非企业类社会组织评估现状及其完善研究——以浙江N市“阳光驿站”评估为例

摘　　要：社会组织评估是政府对社会组织监管的有效手段。由于我国社会组织评估还处于起步阶段,所以评估还存在一些不够完善之处,需要研究解决。为研究社会组织评估,作者选择了N市"阳光驿站"进行了深入调研。调研显示当前民办非企业类社会组织评估中存在的一些问题,影响了社会组织参评的积极性。针对这些问题,作者提出完善民办非企业类社会组织评估的对策建议,第一,评估"减负"从规范社会组织日常工作台帐做起;第二,分类评估让"国定"指标"接地气";第三,加强培训与加强交流结合,从而提升评估主体的专业素质;第四,重点培育第三方评估机构,推进第三方评估普及;第五,完善配套政策,强化社会组织评估结果运用。The evaluation of social organization is an important means of social regulation for government. In our country,the evaluation of social organization is still at the beginning stage, so there are many places must be imperfected. For the study of the evaluation about social organization, our team carried a deep thorough research on the ＂ Yang guang post ＂ in N city. The research shows that there are some problems in the evaluation of private non-enterprise social organization, which would affect the contestant of social organization. To solve these problems,the research puts forward some suggestions to perfect the evaluation of private non-enterprise social organization.Firstly, starting from taking a standard on the social organization＇s daily work account; Secondly, the classification evaluation can change the ＂national index ＂ to the ＂ground index ＂; Thirdly, enhancing the professional of evaluation main body by strengthening training and exchanges; Fourthly, focusing on cultivating the third-party institutions to promote the popularization of the third-party evaluation; Fifthly, improving the supporting policies to strengthen the usage of results of the evaluation of social organization.
