摘  要:本文针对20多年来我国关于公众科学素质的测定和科学普及的目标设定所涉及的有关问题,结合国内外的相关调查和理论观点进行了讨论分析。指出国内科学素质测定标准本身存在的问题,把提高科学素质作为科学普及的目标是不合理且不可行的,当前科学普及需要关注的是科学与公众之间的对话和协商,积极寻求二者相互的理解与共识。Based on the national and the international theories and investigations such as the Science and Engineering Indicators, this paper discussed the relationship between scientific literacy and science popularization in China during the last 20 years, which concerned with the reasonability of the investigation methods of scientific literacy and the aim of science popularization. The paper pointed out the aim of improving civil scientific literacy in China is irrational and impractical for the scientific popularization work especially at the local level, instead, science popularization nowadays need to pay attention to the communication and negotiation between science and public.
