境外撤离中外侨民行动中医疗保障工作的开展与体会

摘　　要：目的探讨境外撤离中外侨民(简称撤侨)中医疗保障任务的具体方法,以期为海军未来执行此类任务提供参考依据。方法编队医疗队在借鉴了前期护航医疗保障工作经验的基础上制定了撤侨医疗保障应急预案,撤侨过程中按照医疗保障预案开展工作,顺利完成也门撤侨任务。结果此次撤侨任务分3批次,共撤离中外侨民780余人;在整个撤离过程中未发生一例传染病和伤亡病例,共开展健康巡诊4次,开展健康讲座和心理疏导各2次。结论完善的预案和高效的流程是撤侨医疗保障任务顺利完成的保证,而撤侨工作人员经验丰富、反应快速、密切协作亦是必要条件之一。Objective To discuss the medical security task of evacuation in abroad,so as to provide references for performing such mission.Methods On the basis of previous experience,our medical team established contingency plans,and in accordance with the plan to carry out the work of medical service support,the Yemen evacuation task was successfully completed.Results This evacuation was divided into three times.More than 780 Chinese and foreign citizens included,no one was injured and no cases of infectious diseases occurred.During this time,we hold 4times of health inspection,2times of health seminars and psychological counseling.Conclusion The perfect preparation and effective procedure is the guarantee for the success complete of medical support task,also the experienced medical personnel with quick response and close cooperation are the necessary conditions.
