西北重点区域石化产业发展的环境制约研究

摘　　要：西北石油化工产业发展拉动区域经济增长的同时造成的环境制约问题已凸显,石化规模的扩张严重威胁石化企业周边人群健康。通过核算甘青新三省(区)石化产业的污染物排放量和资源能源消耗量,并分析石化行业特征污染物的危害性、石化产业发展与城市发展的冲突、石化基地布局不合理带来的环境和人群健康风险等,提出针对西北石化产业发展的对策建议与环境管理要求。In northwest China,petrochemical industry stimulates economic growth,simultaneously caused environmental problems signally. It poses health risks to people who live close to petrochemical plants. In this paper,pollutants discharges and energy / resource consumptions of petrochemical industry in Gansu,Qinghai and Xinjiang are accounted,toxicity of particular pollutants from petrochemical enterprises, contradictions in land-use between petrochemical plants and city,population health risks due to improper distribution of petrochemical plants are also discussed. On this basis,correspondent countermeasures or suggestions for environmental risk prevention and requirements of environmental management for petrochemical industry in northwest China are proposed.
