摘 要:合作伙伴选择的合理与否对PPP轨道交通项目的目标和绩效实现至关重要,甚至可能导致项目成功或失败。由于缺乏完整的合作伙伴选择机制设计,完全照搬现行工程招投标模式并不能完全满足PPP项目实际需要。本文以PPP轨道交通项目私营合作伙伴选择问题为研究对象,通过文献研究和参照国际工程两阶段选择性招标,提出了包含准入规制、优选程序和协商谈判的三阶段选择机制。首先,借鉴香港PASS系统原理进行合作伙伴的准入规制;其次,构建了备选合作伙伴优选评价指标体系,给出了基于IAHP和Vague集理想解的优选模型;然后,根据优选结果排序就特许协议内容等逐一进行协商谈判;最后,实证分析验证了该选择机制的客观性和有效性。Reasonable partner selection is crucial for the PPP rail transit project goals and performance implementation,which may even lead the project to success or failure. Because of lacking a systematic partner selection mechanism design,the bidding method cannot completely meet the practical needs of PPP project. In this paper,the private partner selection problem of PPP rail transit project is the research objective. Through literatures and two-stage selective tendering method of international project,a three-stage selection mechanism is proposed,which includes access regulation,optimization program and negotiating. Firstly,the access regulation has been made learning from Hong Kong PASS system principle. Secondly,the comprehensive evaluation index system of partner selection was established,then this paper presents a new optimization model based on IAHP and Vague sets TOPSIS method. Thirdly,several round negotiations should be made about the franchise agreements one by one,which follows the sequence according to the results of optimized selection. Finally,the objective and effectiveness of this three-stage selection mechanism are verified by the empirical analysis.
