摘　　要：小水电代燃料工程是国家实施的旨在解决农民生活燃料问题、保护生态环境的一项惠民工程。在对湖北省"十二五"小水电代燃料工程进行全面回顾梳理的基础上,总结了湖北省代燃料工程建设按照创新、协调、绿色、开放、共享的发展理念,解放思想,科学谋划,凝聚共识,精心耕耘,实现山区小水电社会效益、生态效益与经济效益三者共赢。As a project being beneficial to the people, replacing wood fuel with small hydropower aims at providing energy and conserving eco-environment. Summary and review are made on the projects of replacing wood fuel with small hydropower in the 12 th Five-Year Plan in Hubei Province. The concepts including innovation, coordinative and green development, opening-up and sharing are highlighted during the construction of the projects. With measures of scientific planning and building consensus, win-win situation has been realized for small hydropower not only brings economic benefits but also social and ecological gains.
