治安主体多元化趋向与建构向度探析

摘　　要：社会治理主体由单一走向多元化是现代社会文明的标志,因而建构一种新的开放性的多元治安主体模式,是有效回应社会治安治理能力现代化的时代要求。在这种"一主多元"的治安主体结构中,党委和政府是领导主体,公安机关是核心主体,保安服务公司与社会治安防范组织是重要主体,社会民众是基本主体。有效整合各方力量,建构好"一主多元"式的治安主体结构的向度,以凝练价值共识取向、构建协同型的责任主体与创建多维合作机制。It is a symbol of modern civilization that the social governance body has developed from a unitary one to diversified bodies, and thus constructing a new open mode of diversified public security governance bodies is an effective response to the call of the era for modernizing social security governance. In the public security governance structure featuring ＂one leading body with diversified bodies ＂, the Party committee and government play the leadership role, the public security organs are core bodies, the security service companies and organizations responsible for social security are important bodies, and the common people are the basic bodies. The dimension for the effective integration of all forces and proper construction of the public security governance structure featuring ＂one leading body with diversified bodies＂ includes the concentration of values orientation, building collaborative bodies of liability and creating multidimensional cooperation mechanisms..
