教育治理现代化视域下的高校党建工作创新研究

摘　　要：高校党建和高等教育治理现代化是我国高等教育两个内在的共生性因素,高校党建是高等教育治理现代化的重要组成部分,也是高等教育治理现代化的根本保证。当前,高校治理体系的不完善和治理能力的不足成为制约高校治理现代化的瓶颈,致使高校存在着集体领导权弱化、行政权力泛化、学术权力边缘化、民主管理虚化等诸多不合理和运行机制不完善的问题。为此,高校党建工作要致力于高校党的领导体制创新、党的制度建设创新、基层组织建设创新、党建工作内容创新和党建工作方式方法创新,才能不断提高高校党建工作的科学化水平。The Communist Party＇ s construction at colleges and universities and modernization of higher education governance are the two internal symbiotic factors in China＇s higher education. Promoting the modernization of governance system and capacity is an integral part in China＇ s higher education reform and construction. The current lack of governance and imperfect university governance system becomes the main constrain bottlenecking the modernization of university governances, and results in a good many problems in operational mecha- nism, such as the weakening of the collective leadership, the generalization of administrative power, the marginalization of academic power, and he blurring of democratic management. The Party＇ s construction at colleges and universities plays an important role in solving these problems in facilitating its modernization of governance system and capacity. To enhance its efficiency, the Party＇s construction at colleges and universities should focus on the innovation of the Party＇ s leadership system, construction of basic -level organization, content of Party＇ s construction and its ways of construction from the perspective of governance.
