摘  要:以地质科研人员时间利用状况为切入点,通过集体座谈、个人访谈和问卷调查的方式,对中国地质调查局所属科研人员进行了调查。发现地质科研人员在时间利用方面存在加班现象普遍、野外工作时间有限、直接科研活动时间占比低、"双肩挑"行政科研任务重等方面的问题。问题产生的主要原因包括:项目管理繁琐、评价机制导向作用不利、科研行政化趋势显露等。为加强科研时间管理,提出了简化项目管理、改革评价机制、协调科研与行政关系等方面的对策建议。In accordance with the key point of spending time on the research work by geological scientific researchers, by adopting theways such as group interviews, personal interviews, and questionnaire, a survey has been carried out among the researchers under ChinaGeological Survey. As a result, some problems that the researchers face in using time have been found. These include:overtime is a commonfact; field work time is limited;the proportion of spending time on scientific research activity directly is low;and a researcher has heavy taskbecause of assuming administrative as well as professional responsibilities.This paper argues that the main reasons behind these problemslie in the fact that: complicated procedures in project management, unfavorableguiding role that evaluation mechanism has played, and theadministrativization ofscientific research has becoming visible. In order to strengthen the management of the time for the research, this paperputs forward some measures in need of attention, including simplifying the project management, reforming evaluation mechanism, andcoordinating the relationship between scientific research and administration.
