中国创意城市发展水平CATG评价模型及其实证

摘　　要：通过文献回顾,提出由创意资源指数(Creative Resources Index)、城市便利指数(Amenity Index of City)、城市宽容指数(Tolerance Index of City)和城市政府支持指数(Government Support Index of City)组成的CATG评价模型,并据此构建我国创意城市发展水平评价指标体系。通过选择全国28个具有代表性的创意城市2006—2012年的面板数据,运用因子分析法对创意城市评价体系进行实证分析,最终得到各城市的综合得分及排名,并对结果进行分析。结果表明,北京、深圳2个城市处于第一梯队,创意城市发展水平远高于其他城市;上海、珠海、广州等11个城市处于第二梯队,创意城市发展处于增长期;武汉、沈阳、成都等15个城市处于第三梯队,创意城市发展缓慢,处于探索与建设阶段。最后根据实证结果得到一定的研究启示,并提出相应的对策建议。Through literature review,this article summarized the elements of creative cities.On this basis we proposed the CATG evaluation model which composed by Creative Resources Index, Amenity Index of City, Tolerance Index of City and Government Support Index,then constructed the evaluation index system of China Creative City accordingly.In addition,this article selected 28 representative cities over the country with the panel data from 2006 to 2012,and used the method of factor analysis to carry out empirical study of evaluation system of Creative City,then got the comprehensive scores and ranks of each city.The research results show that the development level of creative city in Beijing and Shenzhen is higher than others,which makes these two cities in the first tier;the creative city development in Shanghai,Zhuhai,Guangzhou and other 11 cities is in a period of growth,which makes them to be in the second tier;the development level in Wuhan,Shenyang,Chengdu and other 15 cities is slow and just in exploration and construction stage,which makes them to be in the third tier.Finally, according to the empirical results, some of the research implications are obtained, and the corresponding countermeasures are put forward.
