河南省新型城镇化的制约因素与推进对策

摘　　要：河南省属全国农业大省和人口大省,城镇化率较低,进一步推进城镇化的压力大,在新型城镇化建设中难题较多,最主要的是人口转移压力大,资金及资源紧张,城市群和中心城市辐射带动能力有限,产业发展对新型城镇化的贡献能力不强等。考虑到河南省区域广而发展不平衡的严峻现实,在新型城镇化建设中务必要以协调发展为主线,重点建设以郑州为中心的中原城市群,持续建设区域性中心城市,提升小城镇功能,兼顾新农村建设,不断拓宽城镇建设融资渠道,不断提高城镇产业发展水平,尤其是第三产业发展水平。Henan Province is a major agricultural province and a large population province. His urbanization rate is low,further promote urbanization, the pressure, the more problems in the construction of new towns, the most important is the transfer of population pressure, shortage of funds and resources, urban agglomeration and the central city radiation driving ability is limited, the industrial development of the new town of contribution ability is not strong and so on.Considering to the grim reality of Henan Province wide and uneven development, in the construction of new towns provided necessary to coordinate development as the main line, construction of key projects in Zhengzhou as the center of the urban agglomeration in the Central Plains, continued construction of regional new city, improving the function of small towns, and actively promote the new rural construction, continue to broaden the financing channels of urban construction, constantly improve the level of development of urban industry, especially the development level of the tertiary industry.
