战略环境影响评价方法探讨与应用实践

摘　　要：以内蒙古自治区国民经济和社会发展第十一个五年规划纲要战略环境影响评价为例,深入探讨了战略决策灰色关联分析法、规划战略生态适宜性评价法、资源环境承载压力度分析法、压力-状态-响应分析法和情景预测分析法在战略环境影响评价中的实践应用。结果表明,以上5种方法均能较好地满足战略层次环境影响评价的要求,并对规划战略的不确定性和复杂性所产生的环境潜在影响和累积影响给予定性和定量评价,具有较强的实用性和可操作性,也解决了战略环境影响评价技术方法缺乏的难题。By taking the example of strategic environmental assessment （SEA） for the Eleventh Five-year Plan Outline for Economic and Social Development of Inner Mongolia, this paper analyzes the application of five technical methods in SEA, including grey correlation analysis of the strategic decision, ecological suitability evaluation of strategy, resources and environment carrying capacity analysis, pressure-state-response analysis, and scenario forecasting analysis. The findings reveals that the five methods meet the requirements for SEA, and can provide qualitative and quantitative evaluation of the potential and accumulative environmental impact resulted from the uncertainty and complexity of plans and strategies. As practical and feasible methods, they could solve the problem of lack of technical methods in the strategic environmental assessment.
