摘　　要：转型时期,我国农村群体性突发事件呈明显上升趋势,乡镇政府在农村群体性事件多元调处机制中扮演着越来越重要的角色和地位。但乡镇政府主导参与的农村群体性突发事件的多元调处机制仍然存在着一些不足,探寻农村群体性突发事件的根本原因,深入研究其体制、机制的不足,建立科学合理的农村群体性突发事件调处机制,对提高乡镇政府应急能力、促进农村社会稳定、实现村民自治及建设小城镇具有重要的意义。During the transitional period,our country rural mass emergencies showes a clear upward trend,and township government plays more and more important roles and status in multiple mediation mechanism of group events.Nevertheless,these mediation mechanism by the township government to participate the rural mass emergencies still exist some defects.Finding the deep- seated reasons in research and analysis,researching the root cause and the lack of the system and mechanism,and establishing a scientific and reasonable rural group emergency mediation mechanism are of important significance to improve response capacity of the township government,to promote social stability in rural areas,villager autonomy and the construction of small cities and towns.
