新能源汽车产业发展现状及对我国发展的启示

摘　　要：能源和环境正在成为影响世界汽车产业发展的两大决定性因素.新能源汽车被视作当今汽车工业新时代的发展方向.本文首先对代表着世界汽车发展风向标的美国,欧洲和日本的新能源汽车的发展现状和其产业政策进行深入分析,然后借鉴发达国家的经验并结合我国新能源汽车产业发展的现状提出了我国新能源汽车产业发展的最新对策,以促进该产业快速和健康发展.笔者从如下三个方向提出了中国新能源汽车发展新对策:1中国新能源汽车产业的技术研发促进政策的建议.这一对策的实现需要发挥政府在推进新能源汽车技术研发中的主导作用和加大政府对新能源汽车研发领域的财政投入,以及加大政府对关键零部件的支持力度和采取税收优惠政策引导企业加大研发投入.2中国新能源汽车产业的财税金融政策建议这一对策的实现应加大补贴力度,降低转换成本并完善新能源汽车的政府采购制度.3中国新能源汽车产业的保障性政策建议.这一对策的实现需要完善标准体系和准入管理制度并成立专门的能源发展管理机构同时明确动力电池的回收与再利用模式.Energy and environment are becoming the two decisive factors affecting the development of the world automobile industry. New energy vehicles are regarded as the development direction of the new era of automobile industry. In this paper,it is analyzed that the development status and the industry policy of new energy vehicles of developed country such as America,Europe and Japan,and then using the experience of developed countries,the countermeasures for the development of new energy vehicles in china are put forward. It is reduced into three categories: 1 Suggestion on technology research and development promotion. Implementation of the policy needs a government to produce dominant effect and increase financial investment in the industry field,meanwhile increase support in the spare parts and guide enterprise investment by tax preferences. 2 Suggestion on fiscal and taxation policies.Implementation of the policy needs a relevant department to Increase subsidies and Reduce conversion costs,and Improve the government procurement system. 3 Suggestion on security policy. Implementation of the policy needs a relevant department to perfect standard system and access management system and set up a special energy development management agency,meanwhile clear power battery recycling and reuse mode.
