我国体育公共服务建设的社会选择模式探析

摘　　要：当前,我国体育公共服务建设存在总体供给不足、发展不平衡等突出问题,其中体育公共服务建设的政府选择模式是一个十分重要的影响因素。随着经济社会及体育事业的不断发展,体育公共服务建设应该由政府选择模式向社会选择模式转变。社会选择就是由公民、体育社会组织及企业等各种社会力量决定体育公共服务的发展,而不是采取传统上仅仅依靠政府决定的自上而下的发展模式。主要采用文献研究及理论分析法,提出了我国体育公共服务建设的社会选择模式的几点思考,主要包括:充分尊重民意,满足公民体育公共服务需求;鼓励社会参与,形成政府社会合作共建格局;立足地方实情,符合当地自然人文社会环境。At present,the outstanding problems in sports public service construction in China show up as overall insufficient supply and unbalanced development,and the government choice model has been a big part of these problems. With the continuous development of economy,society and sports in China,the government choice model of sports public service construction should turn into social choice model. Social choice model refers to various social forces including citizens,sports social organizations and enterprises all promoting sports public service construction,rather than take the traditional development model of relying on government decided on the top solely. Mainly used the methods of literature research and theoretical analysis,some thoughts about social choice model of sports public service construction were put forward in this paper from three aspects as follows： fully respecting for public opinion to meet citizens＇ needs of sports public service,encouraging the participation of the whole society to form the pattern of government and social cooperation,basing on the local situation in accordance with local natural and social environment.
