三大党报的“丝绸之路经济带”政策报道框架——基于《人民日报》《光明日报》《经济日报》的内容分析

摘　　要："丝绸之路经济带"是国家近期提出的跨国经济合作与经济发展战略。《人民日报》《光明日报》《经济日报》三大党报对该政策的报道框架,各自特征鲜明,并互为补充;在新闻取材、赋予新闻素材显著性及建构新闻文本方面呈现出一些共性,主要关注高层声音和计划型、渐变型事实,突出政治活动和话语事件,采用时空叙事和参与式叙事的方法。依政策科学视阈来看,政策报道在政策过程和政策系统中发挥着联接作用,是重要的政策工具,应当同时在政策信息的传递与反馈、政策宣传与推广等方面发挥作用。三大党报丝路报道框架存在结构性的不均衡,具有单向度的下行传播特征,缺少自下而上的反馈渠道和监督、反思框架。＂The Silk Road Economic Belt＂is put forward, as a strategy of cross-border economic cooperation and economic development, by the government recently. As everyone knows, ＂People＇s Daily＂, ＂Guangming Daily＂, ＂Economic Daily＂are the top three quality papers in China. Their journalistic frame on this policy are distinctive from and supplement each other. And there are also some commonness：in the selection of stories, they focus on the sounds from high-level and the facts that planning or graded;in the news significant,they highlight the political activities and discourse events;in the construction of news text,they mainly use the space-time or participation narration. Overall,the journalistic frame of the three quality papers on SREB is structural unbalanced,downward,one-way,and lack of bottom-up feedback channel and supervisory.
