摘 要:劳动关系的结构性紧张,已演化成为当前中国社会治理潜在的"重大风险"所在。劳动关系治理,需要建立健全有效涵盖政府、资本、劳动者三方的利益表达与分配机制。按"文件政治"的逻辑,媒体应成为劳资利益协调机制的重要构成。然而,以新生代农民工为对象的研究显示:由于劳动关系议题难以脱敏,大众媒体通常呈现出"制度性沉默";自媒体的"边缘发声"充满不确定性。惟有以宽容与法治为方向,降低新闻生产风险,媒体方有可能作为多元治理主体之一,积极参与构建和谐劳动关系。The structural tension of industrial relations has been evolving to be a potential"major risk"for current China’s social governance. The governance of industrial relations requires to establish the mechanism of interest expression and distribution to effectively cover government,capital and laborer. According to the logic of "Documental Politics",media is normatively expected to be an important part of interest coordination mechanism between the capital and the labor. However,the empirical research on the new generation of migrant workers shows that: because of the high sensitivity of industrial relations issues,mass media generally present "institutional silence"; the media’s "marginalized voice"is full of uncertainty. Only being guided by tolerance and rule of law to reduce the risk of news production,may media become one of multiple governing subjects to actively participate in building harmonious industrial relations.
