论政府价值取向与体育公共资源的有效供给

摘　　要：以政府体育公共资源的价值取向为讨论起点,提出"以国家(或组织)利益为核心,注重集体利益最大化"和"以公众需求利益为核心,注重公众满意程度"的2种资源配置的价值取向;通过我国各发展阶段政府价值取向与体育公共资源的供给的基本事实,论证价值取向决定资源配置结构之命题;提出校正政府价值取向的方式、完善法制建设和调整资源配置途径的建议。Taking the value orientation of government sports public resources as the starting point,this paper puts forward the value orientation of two kinds of resources allocation,which is based on the interests of the state or organization,focusing on organizational interests and maximal collective interests and on public interests and satisfaction.Then by analyzing government＇s value orientation and supply of public sport resources of every developing stages in China,the proposition that value orientation determines resources allocation structure is demonstrated.Finally,it raises the following suggestions：changing government＇s value orientation,perfecting the legal system and adjusting ways of resources allocation.
