摘  要:运用问卷调查法,对比分析苏州城区和乡镇公众温室气体风险感知特征及其影响因素,对加强公众参与减排决策提供依据。研究结果表明:(1)城乡公众对温室气体风险的关注度和熟悉度没有显著性差异,风险信息来源分布基本一致,反映出目前苏州市在宣传和教育等软件设施方面的城乡一体化进程基本同步推进,城乡公众获取信息与知识的渠道和机会较为均等;(2)城乡公众的温室气体风险感知水平普遍低于中等水平,乡镇公众对温室气体风险的控制感(主要表现在影响途径、危害后果和影响风险)显著低于城区公众,该结论为政府未来的气候变化应对和温室气体风险防御工作提供政策着力点,提高城乡基础设施建设政策的针对性以及财政资金的优化配置;(3)苏州市城乡公众的温室气体风险感知受到个体因素(城乡、性别、年龄、学历、收入、职业)、风险沟通因素(信息关注度和信息公开及时度)和风险特征因素(危害影响后果和危害持续时间)的影响,政府需要针对不同的人群选择差别化的风险沟通方式,并把气候变化和温室气体风险特征变化给公众带来的影响降到最低;(4)城乡地区的政府信息公开途径均未得到最大化利用,政府可以利用普及程度较高、影响力较大的社交网络资源,实现信息公开多元化转变,通过强化政府与公众的对话提高政府公信力,为气候变化应对及温室气体减排的全民参与打好基础。This study is conducted to contrast and analyze the characteristics and the influencing factors of public risk perception about GHG in urban and rural areas of Suzhou to reveal the differences of risk perception among different people. The paper presents several conclusions including: (1)There is no significant difference in people's attention to GHG risk information between urban and rural areas, the same as people's familiarity with GHG risk. The sources of risk information in both areas are also consistent. This result reflects that the current urban and rural integration process in software facilities in Suzhou is basically matched. Channels and opportunities for the urban and rural public to have access to information and knowledge are equal. (2)Both urban and rural people's risk perception level of GHG is generally lower than the medium level. Rural people have perceived significantly lower controllability of GHG risk than urban people in two aspects, namely, risk influencing ways and the consequences of hazards. The conclusion provides a focal point for government policy- making of future climate change and GHG risk defense work. Also, it improves the pertinence of infrastructure construction and the optimal allocation of financial policies in urban and rural areas. (3)People's GHG risk perception differs in individual factors (urban-rural difference, gender, information factors (degree of information concern, and information characteristics (risk consequences and duration). Risk communication The impact of changes in risk characteristics of climate change age, education, income and occupation), disclosure and its timeliness) and risk needs to be tailored for different people. and GHG must be timely minimized. (4) Information disclosure by governments doesn't get the maximum utilization. The government could realize public information pluralism with the help of present social networking cyber sources.
