摘　　要：招标控制价编制质量决定其能否在招投标活动中发挥预期作用。本文剖析招标控制价编制质量的诸项影响因素,指出编制人的专业素质、职业道德及企业的内控管理是决定性影响因素,阐述招标人规范行为及行业正常秩序的重要性,并给出相应对策和建议。Establishing quality of the tender control price determines whether it works in an intended way during the project bidding phase. Therefore, the paper starts from a comprehensive analysis of the affecting factors of the establishing quality of the tender control price, points out that there are several determining factors such as practitioners＇ specialized quality, their professional ethic, and the inter-control management of the enterprise reacted on. Moreover, the tender＇s behavior and the industrial order play a role either. Finally, puts forwards some countermeasures and suggestions corresponded.
