摘　　要：目前我国经济步入新常态,公立医院改革的目标之一是进一步提升老百姓的"获得感"。公立医院改革多项内容与财务管理息息相关,公立医院财务管理唯有改变原有粗放型管理模式,实现卫生经济的转型升级,锁定一个目标、借助二个工具、通过三个途径、实施四个措施,才能切实提高公立医院改革成效,提升公立医院的生存与发展能力。At present, China＇s economy has entered new normality. One of the goals of public hospital reform is to enhance the people＇s ＂ sense of obtainment＂. Many contents of the reform of public hospitals are closely related to financial management, so the public hospital financial management must change the original extensive management mode and realize the transformation and upgrade of health economy, lock a target, use two tools, adopt three ways, implement four measures to improve the effectiveness of the reform of public hospitals, enhance the ability of the survival and development of public hos- pitals.
