摘 要:战略规划是对战略目标及其实现进行的设定,致力于应对日益复杂化的社会经济环境,提升组织绩效并实现公共价值。中国战略规划实践中存在的一个显著难题是执行,而规划目标体系的有效性将直接影响规划执行的效果。从目标模糊度和逻辑一致性两个维度加以考察,我国战略规划目标体系存在三类问题,即规划泛化、务虚回应和投机执行。为解决这些问题,我国战略规划应在目标体系的逻辑一致性、可度量性和指标体系设计的合理性诸方面进一步改进,要更多挖掘具有针对性的本土视角。The idea of strategic planning is to improve government performance in complicated internal and external environment,through setting strategic missions,objectives and goals. However,in China,the implementation of strategic plan is always the biggest problem,which is partly because of the flaws in strategic plan document itself. This article first discusses the mechanism of the goal setting system in strategic plan by two dimensions,the goal ambiguity and causal effect. Then it highlights the practical problems in China under the framework above. Finally,it offers some policy recommendation on goal setting systems for plan- making practice in China.
