摘　　要：随着贸易自由化和经济全球化的发展,芝加哥公约体系作为规范和调整当代国际航空运输管理体制的基本法,其中一些基本原则、具体规则和法律理念均受到了自由化浪潮的冲击,需要进行修正和补充,并不断完善和发展,方可推动世界民航运输产业的进步。就我国而言,我们应当正视这一现状,积极主动参加国际航空运输自由化实践,在遵循芝加哥公约体系基本原则的基础上,在国内立法中逐步增强航空运输自由化的成份,以共享国际航空运输业发展的新成果,促进国内民航业的发展。With the development of economic globalization and trade liberalization, international civil aviation has been influenced gradually by the tide of liberalization. The paper focuses on the issue of Chicago Convention, which regulates modern administrative system of international civil air transportation for almost seventy years, and promote changes in airline industry. As for China, we should take more concrete steps to practice liberalization in international aviation. More important, we should improve internal legislation to share the fruits of liberalization in international aviation and to promote China＇s airline industry.
