摘　　要：近年来,我国安全生产事件、环境污染事件、食品药品安全事件等风险事件屡有发生,一个重要原因在于监督和发现违规行为的资源不足。第三方审核介入社会性规制领域不仅可以利用私人资源弥补政府资源不足,而且还可以充分发挥第三方审核的专业能力和优势,搜集庞大而复杂的规制信息,提高规制遵从率。但要实现这一目的,政府必须通过制定和实施有关审核者认证、利益冲突回避、信息披露以及监督机制等相关规则,承担起"审核审核者"的职责,加强对第三方审核活动的规制。In recent years,safety production event,environmental pollution event,drug and food safety event and other risk events frequently occur. One important reason is that governments lack resources to monitor and detect noncompliance. Third- party verification gets involved in social regulation,which not only makes up the lack of government resources,but also makes full use of the third- party verification professional ability and advantage to collect enormous and complex information to enhance regulatory compliance. To achieve this end,government must assume the role of＂auditing the auditors＂and strengthen the regulation of third- party verifications activities through making and enforcing rules that accredit verifier,perform verifications,information disclosure and government oversight,and so on.
