政策移植视角下的残疾人就业促进政策研究——以台湾地区的日本特例子公司制度为例

摘　　要：为了促进残疾人就业,台湾地区政府部门借鉴了日本的经验,引进了特例子公司制度,鼓励企业设置关系企业雇用残疾工作者。从政策移植的视角通过与该制度相关的公开文本进行分析可以发现,法制化是政府部门在促进政策移植时的重要举措,政策移植是一个多方协力的过程,财务补助是政策移植过程中政府提供给企业的重要诱因,相关部门应该善用各类型的信息传播活动,来唤起社会各界对移植政策的认知与重视,同时也要重视政策移植过程中的关键性主体,避免移植失败,以及将政策做进一步的普及推广。To promote the employment of disabled people,the Taiwan Residents government drew on the experience of Japan to introduce a system of special subsidiary companies. The aim was to encourage enterprises to set up affiliates to recruit employees with disabilities. This paper analyzes this particular system through relevant publicly-available texts from the perspective of policy transfer. Results show that legalization is an important measure taken by the government to promote policy transfer. Policy transfer is a process of collaboration of multiple parties. Financial subsidies are a significant incentive offered by the government to enterprises. The authorities should make the best use of all kinds of information and communication activities to raise public understanding of and commitment to the policy transferred. Additionally,it is crucial to pay attention to the main entities in the process of policy transfer in order to prevent transfer failures and to further propagate the policy.
