摘　　要：本文研究分析了我国页岩气发展的基本历程,总结了"十二五"期间页岩气理论创新、技术创新、体制创新、政策创新和勘探突破、商业开发等领域的基本成果。文章还分析了经济新常态下"十三五"页岩气开发利用的资源、技术、市场和投资条件,展望了2020年页岩气发展的主要目标。本文提出通过深化页岩气矿权改革、推进页岩气对外合作开发、探索"一带一路"页岩气合作、深化体制政策改革和加大页岩气开发重大科技专项支持力度等5项措施,为实现2020年页岩气产量达到300亿m^3战略目标创造积极条件。This article analyzes the development history of shale gas sector, summarizes the achievements in the fields of shale gas theory innovation, technology innovation, regime innovation and policy innovation, reviews the successes of shale gas exploration and development（ED） during the 12^（th） Five-Year period in China. The author argues that five countermeasures should be taken during the 13^（th） Five-Year to make the national ambitious shale gas goal into reality in the year of 2020. The suggestions include the deepening reform of oil and gas mining right system, encouraging cooperation with foreign corporations in shale gas exploitation, exploring possibilities of cooperation with multinational oil companies in the area of basic and applied research, deepening reform of shale gas regime and policy, increasing investment in research, development and demonstration of shale gas sector in China.
