新常态下移民与社会和谐的制度保障研究——以广东省为例

摘　　要：随着我国新型城镇化建设的提速,人口迁移频繁,尤其是流动人口中75%是由农村流向城市,在我国城乡二元户籍制度改革尚未完成的背景下,使这部分移民顺利地融入城市,成为真正意义上的产业工人和城市市民,对维护社会稳定,实现社会经济的平稳转型意义重大。从文化和社会管理制度建设的角度,探讨遏制新移民亚文化圈形成的制度保障,以期促进不同人群文化融合,达成和谐相处、广聚英才、共建幸福平安广东的目标。Guangdong has experienced many mass disturbances between the household register population with the peasant Migrants whom are not in the local＂hukou＂ household registration system during recent years, severely hurting the stability of the Pearl River Delta region. The reason is that the peasant migrants still suffered from discrimination, and great disparities in income, education, and health care. The local government don＇t assist floating population living in Guangdong to adapt to local life. The peasant migrants are on the way, to be exact, at the floating. So they are called the ＂floating population＂. They are, in Guangdong, contributing to a new subculture that＇s as alarming as it is profoundly disturbing. Now, it warns, managing peaceful political and economic transition remains a big problem, and urged the dynamics fusing reinforces also greatly. In the course of transition toward a modern political system we need a typical for its peaceful approach.
