农民工参与权促进城镇化发展的机理分析

摘　　要：城镇化有着普世描述涵义,但更有价值的是其个体差异之理。在我国,有别于普世之理城镇化的独特性突出表征是农民工。农民工参与权的有效行使既启蒙了权利意识,又锻炼了权利行使的能力。对于城镇化而言,农民工参与权不仅是城镇化发展、治理的选择与需要,而且它促进城镇化品质的提升以及以人为本的战略转变。当然,农民工参与权的有效落实还有一段漫长的道路要走,它需要农民工参与权意识从被动到主动的转变、户籍制度藩篱的打破以及组织与机制保障等条件。The urbanization is universal,but its individual difference is more valuable. The migrant workers are unique in our country compared to other countries＇ urbanization. The effective execution of migrant workers＇ participation right not only enlightens the sense of right,but also improves the ability to exercise right. As far as urbanization is concerned,migrant workers＇ participation right is the selection and need for urbanization development and governance,also promotes urbanization quality and the shifting of the people-oriented strategy. Of course,it is a long way to go for the implement of migrant workers＇ participation right,which needs the conditions of shifting the consciousness of migrant workers＇ participation right from passiveness to initiative,breaking the household registration system and insuring organization and mechanism.
