弱势群体公共危机管理中的政府责任与对策

摘　　要：近年来,以弱势群体为诱因的公共危机事件频发,对社会安全和公共秩序造成了极大破坏。这既反映了当前中国社会问题与矛盾突出的客观现实,也反映了政府公共危机管理责任的缺失。我国政府应正视弱势群体生存现状,努力实现其利益关切,应巩固、加强公共危机事件管理体系,应提升各级政府依法行政水平,畅通弱势群体依法维权渠道。in recent years,vulnerable groups as the cause of frequent public crisis event happens,wrought havoc on social security and public order. All of these public crisis not only reflects the contradiction in the current Chinese social problems and the objective reality,also reflects the lack of responsibility of the government in social governance. How to effectively prevent the public crisis and scientific management has become one of the important problems faced by the current government,the government fully perform its own functions,the necessity of government responsibility. Based on the analysis of public crisis management perspective,with the social crisis events induced by vulnerable groups as the research object,explore the performance of the lack of government responsibility in the process of social governance and the reasons,and on the basis of specific improving measures are put forward.
