乡村治理中的基层协商民主:实践探索与问题分析——基于四川省成都市青白江区姚渡镇芦稿村“村民议事会”的观察

摘　　要：成都市青白江区芦稿村以"村民议事会"为创新点的基层协商民主自治制度,通过定权和束权、"民主议政日"、"三级授权"和"村民议事六步法",积极打造基层协商民主的制度平台。芦稿村的实践需要加以改善,但它作为积极探索村民自治的一种有效实现形式,对于深入开展基层民主协商治理并推进乡村治理能力现代化具有借鉴意义。Using case studies,analysis Qingbaijiang District Lugao village to explore the＂village council＂as the innovation of grassroots self-government system of deliberative democracy,the basic experience is given power and beam right through the introduction of ＂democratic government day＂take ＂three authorization＂and establish ＂village council six-step＂to actively build grassroots consultation democratic system platform.But there are some practical difficulties that need to be improved. It is actively exploring a effective forms of villager autonomy,grassroots democracy to carry out consultations to promote governance and modernization of rural governance reference.
