新时期总体国家安全观指导下的中国国家安全战略目标及措施

摘　　要：2015年1月23日,中共中央政治局会议审议通过了我国历史上第一部《国家安全战略纲要》。其根本目标是"以人民安全为宗旨",总体目标是"全面安全""可持续安全""共同安全",具体目标则体现在内部安全与外部安全、传统安全与非传统安全等方面。当前,实施《国家安全战略纲要》,全面保障国家安全的战略措施应包括:坚持以总体国家安全为指导;增强忧患意识,做到居安思危,加强国家安全意识教育;在发展和改革开放中促安全,走中国特色国家安全道路;做好各个领域的国家安全工作;把法治贯穿于维护国家安全的全过程,等等。The purport of the National Security Strategy Oudine,adopted by the CPC Polibureau on January2015,is the security of the people.Its overall objectives include ＂comprehensive security＂, ＂sustainable security＂,and ＂shared security＂,whose specific objectives are expressed in internal security and external security,conventional security and non-conventional security.The strategic measures for the implantation of the outline should include：sticking to the overall security framework as the guideline;promoting security education;following a security mode with Chinese characteristics;strengthening security work in all areas and fields,and maintaining the rule of law in safeguarding China＇s national security.
