摘　　要：石油战略储备是国家能源安全体系中最重要的部分。在大庆地区建设石油战略储备基地,是对国家石油战略储备建设体系总体布局的补充与完善,是黑龙江省工业经济发展、大庆地区经济转型和实现稳定发展的需要,对国民经济全面、持续、快速发展具有重要作用。石油战略储备基地的建设应具备"五个靠近"的基本条件,大庆油田在设计、建设和运行管理石油储备基地方面具有资源、人才、技术、地缘、土地和可依托设施等诸多优势。Strategic oil reserve is the most important part of the national energy security systems.The construction of strategic oil reserve base in Daqing plays an important role in comprehensive, continuous, rapid develolpment of national economy. It is a perfection of the overall layout of the national strategic oil reserve base construction system and also the common needs of Hei Longjiang industrial and economic development, and Daqing economic transition and steability development. The＂five adjacent＂ should be the basic conditions to carry out strategic oil reserve base construction. Daqing Oilfield has a good many of advantages in the aspect of designing, construction, and running management of oil reserve base,such as resource, personnel,technology,geography,soil,and applicable facilities,etc.
