摘　　要：近些年国家电网公司对配电网项目投资逐步加大,但目前仍缺乏一套科学合理的配电网投资效益评价体系。梳理了现有配电网投资效益评价指标作为指标源,采用层次分析法建立了预评价指标体系,提出了通过配电网投资项目关联性分析确立最终评价指标体系的方法,最后结合配电网项目的全流程管理设计了评价与管理协调统一的闭环提升体系。通过该研究可以对配电网投资效益进行全面综合评价,以此指导配电网系统的规划、建设、改造和运行,实现投资效益的最大化。Investment of State Grid Corporation of China（SGCC） in distribution networks has gradually increased in recent years. However, there is not yet a scientific and rational investment efficiency evaluation system for distribution networks. The paper expounds the index source of existing investment efficiency evaluation system for distribution networks and suggests establishing pre-evaluation index system by adopting analytic hierarchy process; it proposes to establish a final evaluation index system through correlation analysis of distribution network investment projects. In the final, an evaluation and management coordinated close-loop improvement system is designed in accordance to whole process management of distribution network projects.By the research in this paper, investment efficiency of distribution networks can be evaluated comprehensively and roundly to guide planning, construction, retrofit and operation of distribution system and maximize investment efficiency.
