摘　　要：创新生物资源和预防人类先天性残疾的研究还在困扰之中,原因是不了解生物突变和进化的机制,没有建立其基础理论。笔者用哲学的观点和方法意外地解开了这个问题,建立了这个理论,研究发表在《黑龙江科学》2016年3月上半月刊。读者对用哲学能解读这种难题既感怀疑又感兴趣。特作回答,以期推动哲学的应用。The research on biological resources innovation and the prevention of human congenital disabilities are still being plagued for not understanding biological evolution and mutation mechanisms and not establishing its basic theory.The author used the method of philosophical ideas and unexpectedly solved the problem, the established theory was published in journal of Heilongjiang Science semimonthly March 2016. Readers have both sense of wonder and interest on unscrambling this problem with philosophy. This paper was written in order to promote the application of philosophy.
