浙江省特色小镇建设的现状与对策研究——以嘉兴市为例

摘　　要：嘉兴在首批省级特色小镇创建过程中存在着特色形象不突出、功能叠加不足、运营主体错位、产业层次不高、创建进度差异较大等问题。加快特色小镇建设应处理好特色小镇与创新驱动发展、集聚区转型升级、美丽乡村创建等三大关系,建立好政务生态系统、创业创新生态系统、自然生态系统、社会文化生态系统等四个生态系统,抓好科学规划、分类发展、运营管理、集聚转化、要素保障等五个方面的重点工作。Characteristic small town is becoming the new engine of transformation and development in Zhejiang province.At present,there are some problems in the process of creating the first batch of provincial characteristic towns in Jiaxing city,such as image is not prominent,lack of functional overlap,dislocation of the operators,low industry level,and difference of the progress.To speed up the construction of characteristic towns,we should deal with relations between characteristic towns and innovation driven development,the upgrading agglomeration area,and the beautiful countryside.Also,we should build government ecosystem,innovation ecosystem,natural ecological system,social and cultural ecosystem.Finally,scientific planning,classified development,operational management,agglomeration and transformation,and providing reassurance are also necessary.
