城镇化进程中农民利益表达机制的构建

摘　　要：目前的农民利益表达方式在制度上给予保障的形式有村民委员会、人民代表大会和法律条文等,个人的表达方式主要是信访,还有媒体也时常给予帮助,但还存在着表达渠道不畅、表达方式和表达效果不好等问题,必须构建切实有效的农民利益表达机制。首先,充分发挥国家和政府的主导作用。一是削减制度层面的不公,为农民利益表达提供制度化保障;二是创新政务公开、听证、恳谈等便民制度和措施,探索新的农民利益表达形式;三是各级政府部门要牢固树立以人为本、全心全意为人民服务的理念,真正为农民办实事,解决实际问题。其次,推进农民利益表达组织化,提高农民的政治参与意识。再次,发挥社会合力作用。一是建立支农惠农的社会服务体系和平台;二是加强大众传媒对农民群体利益的关注度。The current institutional expression of the interests of farmers mainly depend on village committees,people＇s congresses and the legal provisions and other personal expression primarily letters,as well as media,but there is problems such as poor channel expression,ineffective way of expression and other issues,we must build effective mechanisms for expression of interest of farmers.On one hand,first,give full play to the leading role of state and government in order to reduce system level injustice,institutionalized protection for the expression of the interests of farmers;second,innovate government affairs,hearings,association and other convenience system and measures to explore new forms of expression in the interests of farmers;third,establish people-oriented government departments at all levels to firmly emphasize the idea of serving the people wholeheartedly,really do practical things for farmers to solve practical problems.On the other hand,promote the interests of farmers＇ expression organization,political awareness participation of farmers：play the role of social forces——first is to establish support and benefit agriculture and social service system platform;second is to strengthen the mass media＇s attention on the interests of farmers groups.
