摘　　要：制度治党是全面从严治党的根本之道和有力保障。制度治党必须坚持思想建党与制度治党相结合、构建配套完善的党内法规制度体系、坚持党内法规与国家法律相衔接、在增强制度执行力上下功夫、坚持依规治党与以德治党相统一、加强制度文化建设。Government of CPC by system is the fundamental way and powerful guarantee of comprehensive- ly strict government of CPC. Government of CPC by system must adhere to the combination of the con- struction of CPC in terms of thought and the government of CPC by system,build a complete perfect set of inner--party laws and regulations system, adhere to the cohesion of inner--party laws and regulations and national laws, enhance system execution, adhere to the unification of government of CPC in accordance with the regulations and government of CPC in accordance with morality, strengthen the construction of institu- tional culture.
