试评当前我国城镇职工基本养老保险的发展方针

摘　　要：城镇职工基本养老保险最初的制度设计原则是追求效率、兼顾公平,发展方针为广覆盖、保基本、多层次、可持续,这与当时经济发展理念一致。但企业职工基本养老保险历经30多年的运行,目前基金出现当期收不抵支,各级政府财政补贴额逐年上升,基本养老保险制度出现可持续性发展危机。此外,人口老龄化进一步加剧制度现存的危机。在贫富差距较大、经济发展又处于转型时期,基本养老保险制度需要继续强化广覆盖、保基本的发展方针,通过改革统筹基金的保基本功能,借助与养老保障相关的政策制度强化其基本保障能力;通过建设多层次的养老保障体系,继续扩展企业年金的普及率,强化商业养老保险和个人储蓄式养老保险基金在富有群体中的推行,最终实现基本养老保险制度的公平性和可持续性。The original design principle of Chinese town basic pension insurance was the pursuit of efficiency as well as fairness. And its development policy was wide coverage, basic safeguard, multi level and sustainable development. This conformed to the economical development concept for that moment. However, after over 30 years＇ operation, it has deviated from the original design, and many problems have ap peared., unbalanced income and payment, increased government financial subsidy year by year, and the sustainable development crisis. Besides, aging population has further intensified the existing crisis of the system. Under such a circumstance as larger gap between rich and poor and economic transition period, the town basic pension insurance should strengthen its development policy such as wide coverage and basic safeguard. With the help of related policy and system of pension security to reform the function of social collective fund so as to strengthen its basic safeguard ability; through setting up multi-level old-age security system to expand the popularity of enterprise annuity and enhance the investments of commercial endowment insurance and personal savings endowment insurance among the rich in order to realize the equity and sustainability of town basic pension insurance finally.
