城市化进程中城市地下空间运营安全监管研究

摘　　要：随着城市化进程的不断加快,一方面推进了城市地下空间的开发利用,另一方面在地下空间的运营过程中时常出现安全隐患问题,严重危害社会稳定和人民生命安全,亟需提升地下空间运营安全水平。为此,本文以政府监管为视角,在对地下空间运营中存在的安全隐患及其成因进行分析的基础上,从建立完善地下空间运营安全监管法律法规体系,健全地下空间运营安全监管的机构体系和权责配置,构建安全监管监督体系,完善地下空间安全监管绩效评价体系,明确地下空间运营安全监管内容等方面提出提升地下空间安全监管效果的政策建议,从而为保障地下空间运营安全提供理论支持。The acceleration of urbanization process,on the one hand,promotes the development and utilization of urban underground space; on the other hand,in the process of underground space operation,also leads to a variety of safety problems,which seriously endanger social stability and people＇s life safety,and calls for immediate measures to enhance the safety level of underground space operation. This paper,from the perspective of government regulation and based on the analysis of the potential safety hazards in the operation of underground space and their causes,makes the following suggestions to improve the effect of underground space safety regulation： establishing a sound system of laws and regulations for the safety regulation of underground space operation,improving the safety regulation of the operational use of the organization system and the responsibility allocation,constructing a safety regulation system,perfecting the performance evaluation system of underground space safety regulation and clarifying the contents of safety regulation in the operation of underground space. It is hoped that this paper may provide theoretical support to ensure the safety of underground space operations.
