摘　　要：《最高人民法院公报》三十年的成长变迁折射出我国审判工作的发展轨迹。作为一种司法技术手段与社会治理工具,《公报》承载着指导审判权良性运作、提升司法权威、展示司法成就、公开审判信息等多元功能。在新一轮司法体制改革之背景中,《公报》的主要功能定位在于推进审判信息公开,受众应以公众为主,而非法官或其他法律职业人。在传统媒介与新媒体多元并存的格局下,《公报》应以其文献与信息保藏、法制文化传承、服务科学研究等价值,立足于自身的"特色"定位,实现结构体系之转型。应以其权威性、真实性、信息可回溯性等优势,将司法解释、司法文件、年度报告、任免信息、地方法院信息、典型案例等信息作为重点刊登对象,并适时实现《公报》所承载的各类审判信息公开渠道的法定化。In the course of development of The Supreme People＇s Court Bulletin in 30 years,As a kind of judicial technical mean and social governance tool,The Supreme People＇s Court Bulletin carries multiple functions such as a guide in jurisdiction operation,the improvement of judicial authority,showing judicial achievement,public trial information and so on.In the background of a new round of reform of the judicial system,the main function of the bulletin is to promote the trial information disclosure.The audience should take the public as main instead of judges and judicial practitioner.Particularly,in the co-existence pattern of traditional media and new media,The bulletin should be based on its own characteristics,to realize the transformation of its structure systems by the value of collection of information and documents,judicial cultural inheritance,severing science and research.And it also should be based on the authority,authenticity,information traceability and other advantages,to see the judicial interpretation,judicial document,annual report,information of appointment and removal,the local court information,typical cases of information as the key published object,and timely realization of The bulletin hosted by the statutory trial of all kinds of information disclosure channels.
