摘　　要：我国国防工业创新能力的军民融合不仅仅是一个亟待解决的技术问题,还是一个制度变迁的长期过程。通过对历史沿革的梳理,可以从外部环境、制度安排和行动团体中寻找演变的原因,并在前苏联和美国的国际比较中寻找经验借鉴,以期探索出一条适合中国国情的军民融合新路径。The civil-military integration of innovation ability in national defense industry in our country is not only a technical problem,but also a long-term process of system change. Through the historical evolution,we can seek the causes of evolution from the external environment,institutional arrangement and action group,and seek the experience from the comparison of the former Soviet Union and the United States,in order to explore a new path of civil-military integration for China＇s national conditions.
