摘　　要：土地制度本身的系统关联性决定了农村土地管理制度改革必须系统推进,现阶段农村土地征收、集体经营性建设用地入市、农村宅基地制度三项改革,同样是相互渗透,互为条件,只有将三项改革协同推进,才能取得成功的制度创新绩效。为此,应强化顶层设计,厘清相关土地制度改革之间的系统关联性;注重统筹试验,开展土地制度综合改革试点;开展核心问题的理论研究,为改革的协同推进提供指导。The relevance of the land use in a system determines the rural land management policy.Any reform must adhere to the overall system strategy.The three reforms of rural land expropriation,collective management of construction land,and rural residential land use should be carried out simultaneously for them to work successfully within a system.Therefore,it is necessary to strengthen the system from top-down（with sound policy） and clarify the correlation among the various land reform systems.Close attention must be paid to the overall strategy to carry out a comprehensive reform of the land management system.The core problems should be researched and used to guide the reform.
